Based on my description of the issue, Caleb came prepared to replace the bulbs and ballasts in my basement office fixtures. He tried replaceing the bulbs first and when that seemed to solve the problem did NOT end up replacing the ballasts as well, saving me several hundred dollars. I apprecaited his logical approach to discovering the problem and his honesty fixing it.
