Five stars in every category speaks volumes. I'll just add that during his appraisal, Peter M. Cella was a bit harangued by a cousin of mine, who was following him during his inspection, which caused him to miss photographing one of three total units on the TIC property. Cousin expressed his appraisal process was inadequate and poor compared to another she hired for her own deceased dad's property. Peter diplomatically corrected the matter by contacting tenants himself to take photos for him and submit them to him; so he'd not have to enter their property.

Peter's appraisal was professional and timely, and his efforts are greatly appreciated. I am attempting to sponsor 5 Ukrainian friends to come to the US under the Uniting for Ukraine program. The Department of Homeland Security (DHS) requries a recent official appraisal from a licensed appraiser to be able to validate an asset like my rental property in San Mateo County. Peter was extremely efficient, helpful, and produced a professional product on short notice.

It is with sincere appreciation that I write this review on behalf of Peter M. Cella concerning a recent property appraisal of a residential triplex unit in San Francisco, CA. In making initial contact with Peter, I found him to be very professional and extremely knowledgeable concerning all aspects concerning my appraisal needs. Most importantly, he was very responsive to my additional inquiries and provided the appraisal report on-time. Further, the appraisal report was professionally written and provided in-depth information throughout the appraisal report. In closing, I highly recommend Peter as an excellent source concerning appraisals because he clearly exceeded my expectations.

On March 3, 2020 I hired Mr. Cella to write up an appraisal on my single dwelling home as I am planning to sell it. He arrived at 10 AM and spent about 90 minutes measuring rooms and before he left he asked for a check in the amount of 450.00 which I gave him. Since that day he has never called me once. Over the past two weeks I have made 3 phone calls to him. Each call was made because I wanted to know when I would be receiving the report. Each time he said "he was working on it". Yesterday, March 14 he assured me that he was working on the report and would have it finished and sent to me via email before the day was over. That report never came and he never bothered to call and explain why. The details of my experience with Mr. Cella are this - I cannot rate his work quality because there is no sign of there being any work done for me. I can however rate his "customer service" and it is lousy. He has never called to explain the delay in sending the report... When I have called him I get promises but he does not carry through. Rating the value of the money I spent, so far- it seems I have been ripped off. All I can say to anyone using the services of Mr. Cella is don't pay until you get the product he promises. I have read the one review that is posted from Charlie B. I wish I could report that Mr. Cella's work was excellent and done in a timely manner but I cannot. About two hours ago I made my final and 4th phone call to Mr. Cells and he is still working on it and promised it by 1PM today and he added this comment, " you I may not like what it says"!!. This did not sound like what a professional would say to someone he is doing work for. More and more as I have dealt with him I am not sure he is who he says he is. Tomorrow I will be looking for another appraiser and will consider this whole experience an expensive lesson learned the hard way. It is now past 1 PM and I do not have the report as promised and no phone call explaining why!! Buyers Beware!

Unfortunately, Darlene J is not telling an accurate story. She hired me to appraise her home so that she could sell it directly to someone she knew, but insisted that I know that her home was in Redwood City as she has posted above and not Emerald Hills. After doing my research, I found and informed her that official San Mateo County public records show that the property is, in fact, in Emerald Hills and not in Redwood City. When I told her this, she said that the public records are not correct and that she knows where her home is located. Her residence is a dated home with a kitchen, baths and other finishes that are from the 60s or 70s. I typically spend 40 minutes to an hour inspecting a property, but I spent more time than typical at the inspection because she wanted to chat. I did point out, as concern for her own safety, that the house did lack a safe number of smoke detectors and that it did not have the required CO detector per state law. By spending the extra time listening to her did make me late for my next appointment. Before leaving, I did tell her that I was very busy (as were all appraisers at that time) with work, but would get to her appraisal report in the order of the inspections that I had made over the past week. I told her that I would not have the report completed for about a week or two. As I do with all clients, I did collect a check from her BUT, as I tell every client, I do not deposit the check until the report is completed and delivered. She did call me on March 14 and I did tell her that I had hoped to have her report completed that day. When she called I had finished the reconciliation of the value and was working on the narrative section of the report. Even though I had previously told her that her report would be completed in a week to two weeks, she was insisting that I was not working on hers and felt I was working on a report for another client. Darlene J is also not telling the truth about the fact that she call me AFTER she received the report on March 15, not before receiving it on that date. She called to tell me that she was upset that the value was not what she wanted and wanted to hire a new appraiser. It was then that she told me that she was going to write a terrible review about me and my work and say that she paid me a never received the report. It was after she made these comments, that I said, that she was so upset with my valuation that I didn't think she would have been happy with anything that I provided. My reports are based upon the condition of the subject property and how it relates to comparable properties (I used 6 comparables) and not on what someone thinks or wants it to be. I was not going to change my report based upon this threat. It should be noted that I did not deposit the check until March 16, AFTER she received the completed report. It should again be noted that I delivered the report prior to her writing the review and within the week to two weeks that I had told her when I was there on March 3. I do have documentation of these dates and times. I have been a real estate broker for over 40 years and appraising for over 25 years and my work has been highly regarded. I do a considerable amount of expert witness work and have even had a judge make an extremely complimentary comment about the quality of my work in her summary judgement. The comments that Darlene J made do not represent the comments and opinions of my extensive clientele and reflect someone who wanted a report that reflected her opinion and not that of a non-biased professional real estate appraiser.
